Ms. Countryman, 


I'm sure you have received much more eloquent and thorough comments, but I would like to keep mine brief. 


I'm greatly concerned about the use of short selling in our country. While, personally, I would prefer if short selling was banned completely (it does literally nothing to benefit the average American and in essence the goal of the short seller is to DECREASE the value of the company they short, even American companies), I understand that is not realistic. 


At minimum we need more transparency. We need to see EXACTLY who is shorting, EXACTLY what they are shorting, and EXACTLY when and how they cover. Allowing firms to keep this information obscure is just allowing criminal behavior as they are able to hide much more easily.  


I hope you will seriously consider our concerns.
