 As a retail investor, I am entirely in favor of this rule passing.  Marking requirements to show buying for covering short positions supports and furthers the interests of making markets free, fair, and transparent.  Much of the current institutional investor advantage is around manipulation of data to avoid disclosing positions and liabilities as required by the rules and to skirt other requirements instituted.  For so long as they intend to find loopholes to avoid the intent of SEC and federal legislation, more specific and voluminous regulation must be passed in order to further the intent and cause of making the markets available, and fair, to all participants and not just the playground, or rather hunting grounds, of the institutional class who prey upon retail investors, voting Americans, who are regularly taken advantage of and lied to about it.
