October 9, 2022 ALL short sale related data should be reported. ENFORCE \"buy to close\" in addition to reporting \"buy to cover\" information. ENFORCE stock borrowing requirement in addition to reporting reliance on bona fide market making exception. The proposed rules are good but do not go far enough to stop fraud by large malicious actors within the market. Malicious naked short selling happens everyday in the market and it is destroying the US economy from within. Without stricter rules enforced to protect from actors within the market retail investors will always lose money to fraudulent naked short selling. Regards, Anthony IT Professional
