I am an Canadian retail investor in the United States market. After spending a few hours out of my day to look over this proposed rule, it appears this does not positively impact market structure and actually appears to be of detriment to the average retail investor. This looks to be yet another layer of disgusting obscurity. From the perspective of someone outside of the United States, this rule is yet another blow to the integrity of the stock market, and the mere fact that something like this was even proposed strikes me as frightening. Make no mistake, this is a “shot across the bow” to other members of the international community about just how detached the interests of the “regulatory“ bodies that are supposed to overwatch the market are from fairness and regulation.
