Naked short selling needs to be prevented and that hasn't been achieved with fines or reporting. So I think it's overdue to implement a system that cannot be abused like that in the first place. Implement blockchain technology for all public shares and be done with it. The comment period needn't be extended, blockchain merely implemented. Kind regards
