Fair and orderly markets mean more than just protecting market makers. We do not have a liquidity at all costs mandate and should this rule be passed, will ruin the faith of retail investors for generations to come. You cannot allow for bad bets and even worse actors be kicked down the road via failures to deliver. Please fix this now
