This is a great rule to introduce short selling reporting/transparency to the large investment managers. This helps retail investors who follow such firms look into why a company is being short sold by said institution and learn/develop better investment practices with the intention that short selling is helping price a company appropriately.
By implementing and enforcing this rule, it would help retail investors identify a good price point to enter a long position if they choose to.
