Short interest should be published to ALL investors. It is actually my hope this will ultimately lead to weekly reporting of short positions. I should be able to see if major market players are betting against the performance of a company I want to invest in. In my opinion, this is a critical aspect to transparency.
Regardless of when this passes or if it's a monthly reporting, my hope is that the SEC will enforce accurate and timely reporting. I also hope that enforcement isn't so minimal that the fees become a \"cost of business\".
