Hello, my question is based on what Gary Said couple weeks ago on live Tv. He said 90% to 95% of the transaction was going to a certain unknown exchange. Which is totally illegal. My question is Why proposing rules to the people who were doing illegal activities on the market instead of implementing rules? Hows that possible to Propose rules to robbers than arresting them.

AMC earnings reports came out on the 3rd of March,2022 and it shows that the retailers own the float 90% how come the price of the amc share is not keeping on decreasing? Can the sec explain this?
