Adhering the laws seems to be too much to ask. A fair market, unbiased enforcement, or the expectation of change. Rule after rule is proposed. Rule after rule that already exists goes unenforced. What is the point of adding rules if dark pools and other forms of fraud are rampantly abused?
1) Ban Dark Pools
2) Ban PFOF
3) Enforce Punishments - 150% of profits + jail + revoking of license and ability to trade
4) Transparency, to the highest degree, no one will have any faith in the US markets
