I applaud the proposed changes intended to provide increased transparency and accountability with respect to Short Sales abuse, Synthetic Share abuses and Failures to Cover. However, if Market Makers continue to have the ability to abuse the Dark Pools, sendings 50+% of orders through as nuetral, then nothing you impose will work to level the playing field. You need to stop PFOF and Dark Pool Abuse. Simple as that. Thank you
