Please do not pass this change. This will DECREASE transparency for individual investors and will only serve to hide large institutional investment firms or individuals trading activity their purchases. It will also not help publicly-traded companies know who their large shareholders are. This will put retail investors and individuals at a disadvantage.
Please do not pass this legal change. Leave 13F reporting standards as they are today.
