This rule is the exact opposite of transparency. It decreases those that have to report by over 90% and makes no sense at all. Who is the SEC trying to protect? It is certainly not the small investor who uses the information of larger investors to determine what companies to look at for investing.
Making less information available will reduce investing and as a result less investing means less profits for investors.
