It makes absolutely no sense in this era where the SEC is pushing for more transparency in the market to allow professional money managers complete secrecy in their transactions. This ruling will specifically lead to more market manipulation, whereby managers can affect opinion on companies and use that manipulation to purchase or sell positions with no oversight

This ruling also limits astute investors research into institutional holdings, new positions, sale of certain positions/ This ruling opening the door for all types of market manipulation, simultaneously limiting investor watchdogs ability to determine whether or not that institutional investor was commenting to control the price of the stock.
