These changes would create a clear lack of transparency that work against the average trader. Large firms/hedge funds would be able to more easily manipulate the price of a stock, causing huge up- and downtrends without warnings. Investors will no longer be able to see where smart money is being invested, which also sets them at a disadvantage. With the PDT regulations and lack of capital most investors have compared to the pros, they are already playing at a disadvantage, and implementing this change would o lot further rig the system against them.
