This proposal would reduce transparency for small investors. The only way an investor benefits is if the savings proposed by this plan is passed through to the investor (and that's a pretty big "if").
My belief is that you save an investor more by providing them with information that helps them make better decisions, which is the exact opposite of what this reporting threshold would do.
