To whom it may concern:
This proposed rule change would be a huge detriment to transparent markets and adversely affect the average investor. Compliance reporting costs are Minor and a better proposed rule change would be to allow funds to advertise to qualified investors. This proposed rule does not level the playing field for smaller funds and only disparages its Investors.
