I am writing regarding the proposal to increase the requirement for the reporting threshold by institutional investors. Increasing this is ludicrous. Institutional investors already have an upper hand to potential manipulate a stocks price drastically. This proposal would give an even greater upper hand to institutional investors which is why I am opposed to the change. Sincerely, James Toney
