To whom it may concern, I believe that this proposal will be detrimental to the common investor, we are already limited in our ability to make day trades. Now if you give this type of unchecked power to institutional investors. Many common investors will end up being victims as institutional investors as they manipulated the stock prices without having to report where they are invested.
