Subject: File No. S7-08-15

Rule 30e-3-File No: S7-08-15 would impede access for many investors, especially me the elderly Baby Boomer, those with disabilities, and minority Americans – all demographics that are less likely to have regular internet access. 41 percent of Americans over 65 years of age do not use the internet, yet, according to the Investment Company Fact Book, 34 percent of this population owns mutual funds. Yes, I do use the internet a little, but when it comes to my investments, I rather use paper and the mail. After all, we do not want the Postal Service to go out of business.
