I oppose this proposed rule that shifts the default delivery method for critical shareholder reports from paper to e-delivery. Americans prefer paper. Paper is the most reliable secure method of delivery, has universal access and is the best method to read and absorb the financial information contained in the communications. Online information is more difficult to read than paper and would often need to be printed from the computer because people understand, retain and use information better when they read print on paper, Not all areas have access to to internet service, particularly rural areas, plus the internet is often unavailable. In addition, many Americans choose not to or are unable to access information online. This proposed rule will adversely affect the elderly, those with disabilities and minority Americans. This proposed rule will in effect eliminate the critical financial information available to many stakeholders. Please do not enact this proposed rule.
