I understand that the SEC has issued proposed rules that will shift the default delivery method for shareholder reports from paper to electronic delivery.
I believe this proposed rule is ill-advised, as it would impede access for many individuals – particularly the elderly, those in remote, rural areas, and those without means for computer access – to financial information and investor information. For example, my father is 84 and is handicapped and without access to a computer. He reviews all investor materials he now receives via mail. If the proposed rule were adopted, his access to investor information would be limited.
I support the requirement in force today, which provides for distribution of investor materials printed on paper, with the investor retaining the option to receive such material electronically.
