I urge you to reinstate the uptick ruling and to prohibit naked short selling. I believe the lack of this rule and allowing naked short selling is part of what caused the market to "crash" in the fall of 2008. Too many people lost half their life savings and money they planned to retire on. This really discouraged the "average person" from continuing to put their money in the market.
If you want the market to be used to generate capital for the growth of businesses as it was designed to do, then the uptick rule needs to be in place.
