I strongly urge you to reinstate the uptick rule. The elimination of this rule has enabled short sellers to raid stocks, such as Bear Stearns and Lehman brothers, and most bank stocks, with impunity. This has led the market to one of the worst years since the 1930's, when this rule was first enacted
The SEC has made many mistakes in the last several years. This rule needs to be reinstated in order to help restore order and confidence to the market, and bring back the individual investor.
