Why not just bring back the old uptick rule? The "circuit breaker" rule would be a joke, leading to further abusive shorting by hedge funds. I understand that SEC Chair Shapiro has already had meetings with hedge fund lobbyists on this issue, so I fully expect that nothing of substance will be done. But I implore you to do the right thing and put this country back on the right track.
