I am an individual investor and have been for 50 years. The market as it currently is run is not fair to the individual investor. The uptick rule should be reinstated in its full form. It was designed years ago to prevent the market from being controlled by "big" interests whose interests are not the same as the individual investor . As of today the individual investor is at a distinct disadvantage in the market and it is difficult to remain confident when there are no controls on the "big guys."
