Proposal to:
1- Create transparent electronic repository that:
a) Requires short sellers to locate/identify shares before shorting.
b) Identifies each marketable share of a company in one of 3 buckets: Available for shorting, not available for shorting, shorted already.
c) Allows transparent monitoring of all stocks by anybody.
2- Allow individuals with margin accounts to block long stock they own from being shorted. Force broker dealers to give this choice by law.
