Market-wide, uptick, please.
If the stock exchange were a casino, the house would not let itself be destroyed by player strategies. How can a government established stock commission do less? Your job is to keep the tables level, and all games even. In this instance the craps players are taking out the rest of the games, not only the players.
Naked short selling is no less unethical than insider trading.
