Subject: Re-establishing the Up-Tick Rule s7-08-09

February 24, 2010

Dear Sir or Madam:

We understand that the seventy year old “up-tick rule” was abolished by regulators in July, 2007. Rather than spend more time in discussion, why not simply correct your previous error and reinstate the proven rule that was established during the Great Depression?

There is no need to fall back on ‘circuit breaker” legislation. Your previous act discarding the “up-tick rule” may well have precipitated the last bear market. Please don’t tamper with programs that have a proven history of success.

Sincerely,

Bob Kneisley, President
