Just put the uptick back in place as it once stood for nearly 70 years. You don't have to be a genius to look at a chart of the DOW or SP to see that in July 2007 the swings that the stocks or indexes have is much bigger than before.
It is called Manipulation from the big firms that control not only Wall Street but our Govt too. Put an end to this for once and make the right decision.
