Comment on proposed ruling.
I write in support of the tick- test or up-tick rule that the SEC proposed for comment today Monday August 17, 2009.
I am strongly in favor of the new rule as outlined in the NY Times article.
As a professional investor I have seen much manipulative bullying of stocks down which I personally attribute to naked short sellers and legal short sellers.
