please, please stop stalling and enforce the laws you have been appointed to enforce. every day you stall is just another day the common investor is harmed finacially . Imagine if we took all of this time to "wonder" if robbing banks should be illegal meanwhile the robbers keep robbing. it is or should be as clear to you as it is to me. "you can not sell what you do not own." i was taught that when i was 6 so i am curious as to how or why this is even a question for comment.
