Chairman Cox,
I am asking again for you to do more to restore credibility to these markets. You have the ability to reinstate the UPTICK RULE....and I am among the MAJORITY of market participants who believe that this will greatly reduce the ability of FRAUDULENT SHORT SELLING OF PHANTOM SHARES.
