If this agency honestly wants to ensure a 'level playing field' then it doees indeed need to reinstate the uptick rule. The unrestricted shorting of any specific stock can turn into a feeding frenzy and literally run a fine business plan into the ground. This rule will not save companies nor their stock if they are actually deserving of a downturn but it will only allow possible manipulation to do a limited amount of damage at any given time.
