Re: Uptick Rule--Naked short selling--Non delivery of stocks in short sale--Double short and proposed triple short ETF's. Reinstate uptick Rule--Make short sellers borrow shares-- have heavy fines for non delivery of short sales. Ban double and triple short ETF's. Study the SKF Double financial short in the last 30 minutes in November 2008--See destruction of American wealth. Please add my comments to the proposed rule changes
