Regarding the committee to look into placing restrictions on the sale of short positions in equities. I feel there is no need for change to the uptick rule. I also feel that stopping trading of an equity which is falling in value is a blatant interference of the free market trading history in the USA. Americans who trade always deal with a degree of speculation whether going long or short. Why place artificial restrictions on short sales? Short sales do not make market conditions they merely reflect a lack of confidence in a company. There are no reasons for any action regarding short sales in equities or etf's!

sincerely,
