I am in favor of banning all short selling in the market, however, since that doesn't seem to be one of the choices I will throw my vote to the proposed uptick rule involving a market-wide short sale price test based on the last sale price or tick. In addition, I would also support security-specific circut breaker that would ban short-selling in a particular security for the remainder of the day if there is a severe decleine in price in that security.
I sincerely hope you take into account the normal people (non hedge fund, non broker types) that have lost most of the value of their 401(k) plans. These are the people that you should care about, please disregard the special interest of those wall street insiders that are trying to whisper in your ear.
