I welcome the proposals from Chair Schapiro. While I confess that I made significant profits shorting stocks over the past 12 months, I believe either of the uptick rules would be a major improvement, and would help reduce volatility. I also endorse the Circuit Breaker proposals, and hope these are instituted as well. One only has to look at a chart of the VIX over the past 24 months to be stunned by the recent volatility of the market. Perhaps something could also be done about the volatility caused by large-volume computer-generated "program trading"?
