I have read the proposed changes and believe they are in the best interest of average investors i.e. investors who focus on the long term. I think it is sound policy. My understanding is that it was implemented after the great depression to serve as a measure to prevent such an event. After reading the rule, I am amazed that the rule was repealed. It would have probably made a diffrence in preventing the current crisis.
