I believe the uptick rule must be re-instated as soon as possible with an increase in the tick size. Also, double and triple short ETF's which effectively by-pass the uptick rule and the need for borrowing shares that are shorted, should be eliminated from the trading floor.
It is clear that naked shorting and the use of triple short ETF's played a major role in the drubbing of the Wall Street stock market last year including periods as recent as March 2009. The effect of this then spread worldwide and has placed World Economies in turmoil.
Implemetation of these changes back to the old norm, could help return stability to World markets.
