According to the Federal Reserve requirements for marginable accounts, that list should not exist.

Marginable OTC securites have to following the Federal Reserve Requirements:

(2) The minimum average bid price of such stock, as determined by the Board, is at least $5 per share

6) The issuer has at least $4 million of capital, surplus, and undivided profits does not include company assets.

If under 4 million of capital, surplus, and undivided profits.

2) The minimum average bid price of such stocks, as determined by the Board, is at least $2 per share

(5) The issuer has at least $1 million of capital, surplus, and undivided profits

Your lack of action is killing the Small Business. We are in this mess right now because of this. However you just sit on it and don't completely ban an illegal act of Naked Short sell stocks that do not fall under the requirements of the Federal Reserve.
