As for many problems, the short sell problems were buried by the Bull golden aura. Shorts were a "free for all" even shedding the borrowing of stock to short sell. (Naked Short)
Bring back the unmodified uptick rule.
Hit the rest of day circuit breaker upon severe price decline.
