Chairman Schapiro,
My belief is the markets were unnecessarily driven to the
downside recently by elimination of the uptick rule which had worked so well for so many years. I also believe the process of naked shorting should be vigorously enforced. I am in favor of a permanent price approval based on the last tick similar to the previous uptick rule.
