Dear Commissioners:
Please consider re-instating the uptick rule. It was in place for many decades, and was effective in lowering market volitility. In reviewing all of the financial changes that we made to our laws,rules, and regulations during the past ten years, it seems to me that we should reverse some of those changes. While it is impossible to blame the fall 2008 financial panic on one element, I think that a return to some of the old constraints would be an economical way to make our citizens and investors have more confidence in our markets. I am not in the securities business, but merely a small investor. Thank you for your consideration.
