1) Enforce the rules prohibiting "naked shorting".
2) Use the uptick rule as a "circuit breaker" during precipitous drops in stock prices.
3) Force full disclosure in the size of "shorted" position to mirror those that apply for long positions.
4) Level the playing field so that the retail customer has a chance to compete in the market. Provide educational tools such as those seen on 'Mad Money' to help us become more adept at providing for our retirement incomes.
