I am not in favor of reinstating the uptick rule.
It seems to me that a transaction to buy or to sell is really the same. With the uptick rule an advantage is given to traders with a long bias, which seems like an unnecessary advantage. The markets work better when allowed to work on their own without restrictive regulations such as this one.
