My comment is brief and simple.I am a retired engineer with 27 years of investing experience in equities.The latest meltdown demonstrated to me and to millions of other "small" investors the devastating effect of removal of "up-tick" rule in 2007 on our investments.No need for me to lecture that without "small investors" there is no stock market,as we knew it.The loss of confidence and absence of safeguards creates an atmosphere of mistrust and as a result lack of interest in returning to the stock market.
To sum it up,please bring back the "up-tick" rule.It may prove to be a much needed boost in rebuilding investors confidence and facilitate their return to
stock market.
