Please protect the average retail investor as he is open to short selling abuse by hedge funds, other unregulated institutions and fraud. It appears that the up-tic rule has been tested over the past 70 years It also appears that the change made 2-3 years ago to allow rampart short selling into a negative market did not work very well in preventing devastation to many retail investors. It is time that the SEC act against fraud and restore the average investors confidence in the American financial system. Thank you for attention.
