Please, please, please, bring back the "original" up-tick rule. I have seen my portfolio "bashed" down by short sellers operating without restrictions. In addition, please enforce the rule that states one must actually borrow the shares before they can be shorted. Please bring integrity back to the SEC. We "the people" are counting on you to do the right thing and not succumb to the pressures from Wall Street.
