My commments are simple. I would like to see the original up tick rule put back in force. Especially the part where the securities being shorted are borrowered and registered for varification before the short can be placed. If the SEC inforces this I think it will have a very positive effect on the markets. I also believe it is very important that all institutions (companies that trade securities, market or sell securities) are regulated by ONE regulator
